Request for Bids

PROCUREMENT OF TWO HUNDRED AND FIFTY (250) NUMBERS

OF LAPTOP COMPUTERS

1. The Democratic Socialist Republic of Sri Lanka has received a grant from the European Union and AFD and administered by International Bank for Reconstruction and Development (IBRD) towards the cost of Public Financial Management Strengthening (PFMS) Project of the National Audit Office-Sri Lanka (NAOSL) and intends to apply part of the funds to cover eligible payments under the contract for Procurement of two hundred and fifty (250) numbers of lap-top computers.

1. The Chairman, Project Procurement Committee (Major) of the PFMS Project on behalf of the NAOSL, now invites sealed bids from eligible and qualified bidders for the procurement of two hundred and fifty (250) laptop computers.

1. Bidding will be conducted through the National Competitive Bidding (NCB) procedures.

1. Interested eligible bidders may obtain further information from the Head of the Project Coordination Team of the PFMS Project via the telephone 011-2887023 and inspect the Bidding Document at the website:  www.auditorgeneral.gov.lk

1. Experience and Technical Capacity include:

(i).       The manufacturer should have at least five years of experience in manufacturing the proposed brand of Laptop Computers.

(ii).      The local supplier/bidders should have at least three years of experience in supplying the proposed brand in Sri Lanka.

(iii).     The local supplier/bidders should have well-equipped workshops/service centers and skilled technical personnel for after-sales services and this has to be certified by the manufacturer.

1. A complete set of the Bidding Document in the English language may be purchased by interested bidders on the submission of a written request on a business letterhead to the Head of the Project Coordination Team and upon payment of a nonrefundable fee of LKR 30,000.00 in cash between 9.30 am to 3.00 pm on any working day till one day before the date of bid closing.

1. A Pre-bid Meeting will be held at the address given below at 10.00 am on 20th April, 2026.

1. Bids must be delivered to the Room No. 106, First Floor, National Audit Office at or before 2.00 pm on 27th April, 2026 and Bids will be opened immediately thereafter in the presence of the bidders/representatives who choose to attend in person. Late bids will be rejected.

1. A Bid Security of LKR 1,500,000.00 should accompany all bids and it should be valid till 20th September, 2026.
